Lagos windstorm tragedy

I was reading the story in The PUNCH during the week with regard to the windstorm that ravaged some parts of Lagos. This is really a tragedy.
However, there are two points in the article that I would like to have clarification on. There is a mention that some government officials stated thus: “people should assess the environment and ensure that buildings are not facing the direction of the wind.”
I found this statement absolutely ridiculous; in a country that has a vast population, how on earth can you ensure that buildings are not facing the direction of the wind? And with the amount of people we have to house, does anybody really worry about that, or is it more important, to think about shelter for your family and do what you can to keep it as safe as possible? If a hurricane or an earthquake happens, do we then say, please make sure your house is built where no hurricanes happen?
The second point in the article refers to the pole that nearly fell, where a school bus was usually parked; the school representative then went on to say that for one hour they gave a “Thanksgiving”. I am sorry what is the thanksgiving for, is it because lots of people lost their homes, or because the government will promise to fix everything and will do absolutely nothing at all?
I do believe in God, but at times, I think we need to question has this happened, because it is not a good thing, and listen for answers.
Yes, I understand it is in reference to the pole not hitting the bus with the school kids on board, and it does require a thank you to God. But what about the ones affected. Do they say thank you as well?
